6K a year 14 days ago 14 days ago 14 days ago This position is responsible for planning, supervising and coordinating department work though a group of professional, paraprofessional, and office support personnel ensuring that all procurement and contracting activities are performed in accordance with the established County Code of Ordinances, applicable federal and state regulations and statutes, grant program compliance requirements and departmental policies.
The employee in this class exercises considerable initiative and independent judgment in conformance with established County policies and reports major activities to executive level administrators through conferences and reports.
Duties and Responsibilities The functions listed below are those that represent the majority of the time spent working in this position.
Management may assign additional functions related to the type of work of the position as necessary.
PROCUREMENT Manages contracting for the purchase of supplies and contractual services, and engineering procurement including construction and solicitations done in accordance with the state, federal, and other applicable statutes.
Manages the Munis Procurement Contract module (blanket purchase orders) and assists departmental staff with navigating entry and maintenance of such contracts.
Monitors Munis Procurement module to identify orphaned contracts, requisitions or invoices requiring clean up and to facilitate month end and year end close procedures.
Maintains a constant exploration for new sources, products, materials, processes, and ideas to assure that adopting new materials or changing specifications will be in full accordance with cost reduction objectives.
Reviews and verifies requisitions and determines propriety of proposed purchases; consolidates departmental requisitions when possible; develops and consults list of appropriate vendors and prepares formal or informal bid invitations as appropriate; receives and analyzes quotations and bids for relative prices and consistency with specifications; selects best bid and prepares and awards contracts to vendors for purchases or prepares recommendations for action by County Administrator or County Council, whichever is appropriate.
Directly supervises and oversees the development of complex Request for Proposals (RFP's) for all County departments; reviews contracts for content and sufficiency before review by the County Attorney's Office and presentation to the County Council.
Keeps informed of laws, rules and regulations affecting the relationship of principle and agent, as well as those affecting contracts and the delivery of materials, and conducts studies for the improvement of procurement and supply policies and practices.
Coordinates, supervises and conducts multiple surplus auctions each year; develops new technologically innovative processes for conducting electronic auctions and electronic reverse auctions.
Directs and administers the County's charge cards (P-Card & Fuel Card) and employee official travel program; develops, whenever possible, special rates for lodging, auto rental and air travel.
Reviews County Council purchasing agenda items prepared by County staff; advises and counsels staff regarding items prior to presentation to the County Administrator for approval.
Hears and considers protests from vendors and contractors to determine if there are suitable grounds for upholding such protests and makes appropriate recommendations to the County Administrator.
Advises other departments of procurement requirements and procedures and monitors for compliance.
Works with the Finance Department in contract setup and management when identifying appropriate sources of funding and funding availability.
Maintains and setup all vendor information required for Accounts Payable payments.
Maintains copies of County Contracts.
Maintains County owned pool cars inventory.
Performs other duties and related work as instructed and assigned.
STAFF MANAGEMENT Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
Advises subordinates concerning difficult work issues and challenges in the development and installation of new work procedures and policies and provides professional training to procurement employees.
Directs and supervises the mail delivery process of the County.
Is responsible for making sure all mail is distributed and delivered in a timely manner.
Minimum Education and Experience Requirements:
Requires Bachelor's degree in Business or Public Administration or closely related field.
Requires six years professional purchasing experience in a medium to large-scale purchasing operation, including at least two years as a manager or assistant manager.
Experience must have included at least three years of professional experience in public sector procurement.
Special Certifications and Licenses:
Professional certification in purchasing such as CPPO, CPPB, CPM, etc.

Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write reports, business correspondence, and procedure manuals.
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.
Physical Demands:
Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
